Dr Charles Cowley is a visiting Fellow in Safety Leadership at Cranfield University School of Management. He has been the CCPS Staff Consultant since 2012 and has led projects writing books including ‘Siting and Layout Facilities’, ‘Bow Ties in Risk Management’ and ‘Human Factors for Process Plant Operations’. Charles also represents CCPS at the European Commission Major Accidents Hazards Bureau. He spent 27 years at Shell, overseeing major projects, asset integrity, competence, leadership and culture including leading numerous safety audits and major accident investigations. He also led the ‘Hearts and Minds’ safety culture program in Global Downstream and led the team developing Shell’s Operational Risks Control Framework. Charles developed and led the IChemE training course: Engineering Project Management and is the course director for Process Safety Leadership and Culture at IChemE. He is also a qualified commercial pilot and flight instructor.
